Expands emissions reduction-rate rider eligibility to include projects installed on existing large electric generating power plants located outside Minnesota if needed to comply with state or federal air quality standards, contingent on advance determination of prudence from the commission.

Exempts out-of-state projects from certain requirements in subdivisions 2, 4, and 5(c)(1) of the emissions reduction-rate rider statute.

Extends the sunset date for the emissions reduction-rate rider program from December 31, 2015 to December 31, 2020.

Authorizes the commissioner of commerce to assess up to $500,000 annually to fund grants to a partnership created under section 216C.385 for clean energy resource teams, effective for fiscal years commencing after June 30, 2013.

Requires the commissioner to report annually to legislative committee chairs on assessments made and how the funds are used, with reports due by February 15.
