Defines "dog" as a mammal of species Canis familiaris, with adult dogs being 24 weeks of age or older and puppies under 24 weeks.

Defines "commercial breeder" as a person possessing ten or more sexually intact adult breeding animals engaged in breeding dogs or cats for sale, producing more than five total litters per year.

Requires dogs and cats sold by commercial breeders to have a veterinary inspection certificate completed within ten days prior to sale, showing no signs of infectious or contagious disease, and adult unsterilized dogs must test negative for canine brucellosis.

Mandates commercial breeders maintain records on each animal including acquisition/disposition dates, vaccinations, identification numbers, animal descriptions, transfer information, and veterinary disease diagnoses.

Authorizes the Board of Animal Health, local animal control, peace officers, and humane agents to investigate formal complaints and inspect commercial breeder facilities for violations.

Appropriates unspecified funding to the Board of Animal Health for fiscal years 2014 and 2015 to implement these requirements.
