Clarifies brake requirements to permit either a rear brake alone or front and rear brakes, and allows fixed-gear bicycles that can make the rear wheel skid to meet brake standards.

Permits bicycles to be equipped with front and rear lamps visible from at least 500 feet, and allows optional horns or bells on bicycles to alert motor vehicles, other bicycles, and pedestrians.

Authorizes bicycles to be equipped with horns or bells under section 169.68, making clear this is permissible but not required.
