Amends the definition of "type III vehicle" in school bus regulations to use the term "vehicles" instead of "passenger cars, station wagons, vans" to broaden the vehicle types eligible for this classification.

Expands the personal cellular phone prohibition for school bus drivers to include type III vehicles when driven by school district employees or agents, and clarifies the prohibition applies when a vehicle is "in motion or a part of traffic."

Revises school bus driver seat belt requirements to specify that drivers must wear a "properly adjusted and fastened seat belt, including both the shoulder and lap belt when the vehicle is so equipped" rather than the previous general language.

Changes references in fire extinguisher and first aid kit storage requirements from "passenger cars and station wagons" to "type III vehicles" to align with updated vehicle classification terminology.
