Requires Minnesota municipalities to publish notice and hold a public hearing before executing a "qualified lease" for public buildings or land, with notice published 14-28 days before the hearing.

Permits municipalities to enter a qualified lease only if voters approve the debt issuance by majority vote, but only if a petition signed by 5% of voters from the last general election is filed with the county auditor within 30 days after the public hearing.

Defines "qualified lease" as a lease of three or more years for public land, buildings, or facilities that were acquired or improved using debt issued by housing and redevelopment authorities, port authorities, economic development authorities, or similar special law entities.

Applies to statutory or home rule charter cities, counties, and towns as defined in Minnesota law.
