Cities of Centerville, Circle Pines, Columbus, Hugo, Lino Lakes, and Lexington may conduct a joint feasibility study evaluating existing water and sewer systems versus establishing a regional system.

Feasibility study must examine costs, benefits, infrastructure needs, capital costs, operating costs, fee structures, aquifer management, and water supply sustainability for a potential regional system.

City of Hugo shall report feasibility study results and recommendations to legislative committees with jurisdiction over water and wastewater infrastructure by January 15 following study completion.

Appropriation from general fund to Metropolitan Council in fiscal year 2014 for a grant to City of Hugo, available until June 30, 2015, contingent on Hugo and at least four of the five other cities adopting cooperation resolutions.

Participating cities must contribute at least ten percent of feasibility study costs and commit to funding the study.
