• Replaces "harassment" with "stalking" throughout victim notification and domestic abuse statutes, including sections 611A.0315, 629.72, and 629.73, and adds stalking as a violent crime under section 611A.036.

• Classifies all identifying information of crime victims, including automated notification system requests and custodial authority notices, as private data accessible only to the victim under section 13.02, subdivision 12.

• Requires custodial agencies to notify victims of release conditions, timing, and next court appearances before releasing arrested persons, with written notice following as soon as practicable after release.

• Directs the Department of Public Safety to convene a working group by August 1, 2013, to study restitution request, ordering, and collection processes in Minnesota.

• Requires the Department of Public Safety to report working group findings and legislative recommendations to legislative committees by January 15, 2015, regarding improvements to victim restitution procedures.
