• Appropriates $198,748,000 from the general fund for capital improvement projects across multiple state agencies including Natural Resources ($15M), Transportation ($51.743M), Employment and Economic Development ($83.255M), and others.

• Establishes $7.5M for flood hazard mitigation grants for publicly owned capital improvements, with priority given to Moorhead and Montevideo areas and specific listed municipalities and watershed districts.

• Authorizes the Housing Finance Agency to issue up to $80,000,000 in additional housing infrastructure bonds (in addition to existing $30M authorization) for supportive housing, affordable rental housing, and community land trust properties, with annual state debt service payments up to $6.4M through 2037.
