Ratifies labor agreements between the state of Minnesota and American Federation of State, County and Municipal Employees Council 5 Unit 225, Inter Faculty Organization, Minnesota Nurses Association, Minnesota Government Engineering Council, Minnesota State University Association of Administrative and Service Faculty, and Minnesota state college faculty.

Ratifies compensation plans for unrepresented employees of the Office of Higher Education and Minnesota State Colleges and Universities administrators, and a personnel plan for Minnesota Insurance Marketplace managers.

Authorizes the commissioner of management and budget to allow specified state agencies to carry forward unexpended fiscal year 2013 balances to fund retroactive salary increases from a Minnesota Law Enforcement Association collective bargaining agreement covering July 1, 2011, to June 30, 2013.

Provides carryforward authority not exceeding: $400,000 from trunk highway fund (Public Safety), $5,000 from general fund (Corrections), $5,000 from insurance fraud protection fund (Commerce), $14,000 from general fund (Natural Resources), $29,000 from natural resources fund (Natural Resources), and $83,000 from game and fish fund (Natural Resources).

Takes effect the day following final enactment.
