HF1070 - Omnibus Capital Improvements Bonding Bill

• Appropriates $176,795,000 in state bond proceeds for capital improvements across multiple agencies, including $20,000,000 for Natural Resources flood mitigation, $131,680,000 for Administration (primarily $109,000,000 for State Capitol renovation and $22,680,000 for parking facilities), $18,935,000 for Veterans Affairs facilities, and $8,000,000 for Public Facilities Authority water infrastructure matching funds.

• Authorizes issuance of up to $178,795,000 in state general obligation bonds and limits debt service transfers from the general fund to $1,280,165,000 during the biennium ending June 30, 2015.

• Requires State Capitol renovation work to be approved by the Capitol Preservation Commission and mandates tenant approval for relocation plans; prohibits permanent structures in Lief Erikson Park and restricts new windows that cannot be opened without tenant approval.

• Specifies flood mitigation priorities for the Natural Resources appropriation, including projects in Ada, Afton, Moorhead, and other municipalities, with levees designed to meet a three-foot standard above the 100-year flood elevation where practical.

• Amends prior capital improvement appropriations including modifications to projects at Fergus Falls Regional Treatment Center, St. Peter Regional Treatment Center, and various regional parks and trails, with extended deadlines through 2016-2017 for certain projects.
