Requires damages from state mineral leases be determined solely by mutual agreement between the lease holder and land owner, eliminating the previous right to condemnation proceedings under chapter 117.

Allows either party to file an action in district court to compel compliance with damage payment requirements if parties cannot reach mutual agreement.

Permits either party to request court-ordered mediation if unable to mutually agree on the amount of damages to be paid or secured.

Removes condemnation rights previously granted to permitees and lessees of severed mineral interests regarding overlying surface interests.

Repeals Minnesota Statutes 2012, section 93.05, subdivision 3.
