Appropriates $170,000 from bond proceeds fund to the commissioner of transportation for a grant to the city of Blaine for reconstruction or maintenance of Davenport Street, representing the National Sports Center's share of project costs.

Appropriates $42,000 from bond proceeds fund to the commissioner of transportation for a grant to Anoka County for environmental assessment, preliminary engineering, and design work on Anoka County Road 87 (105th Avenue) in Blaine, representing the city's share of project costs.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $212,000 to provide funds for the appropriations, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
