Amends Minnesota Statutes section 174.50, subdivision 6b to remove the June 30, 2007 expiration date, making the bridge grant program permanent.

Expands grant eligibility to cover design, engineering, and construction costs for bridges on city streets in home rule charter or statutory cities with populations of 5,000 or less and net tax capacity under $200,000.

Removes the $200,000 annual cap on total grants to all cities under this subdivision.

Caps eligible cities' out-of-pocket costs at $10,000 for engineering services and $10,000 for construction per bridge project, with the state transportation fund covering any additional costs exceeding these limits.

Grants continue to be subject to procedures and criteria established under existing subdivisions 5 and 6, and may cover 100 percent of design and preliminary engineering costs.
