Defines "Watershed Restoration and Protection Strategy" (WRAPS) as a document summarizing scientific studies of major watersheds including water quality assessments, impairments, pollution sources, and implementation strategies.

Requires WRAPS to include identification of impaired waters, stressors, pollution load allocations, point and nonpoint pollution sources, interim water quality goals, monitoring plans, and implementation tables with timelines, costs, responsible entities, and funding sources.

Mandates WRAPS completion within one year of EPA approval of applicable TMDLs and requires the Pollution Control Agency to report biennial progress on implementation milestones and water quality goals beginning July 1, 2016.

Directs the Board of Water and Soil Resources to develop a nonpoint priority funding plan beginning July 1, 2014, and every two years thereafter, prioritizing restoration actions based on water quality outcomes, cost-effectiveness, landowner financial need, and leveraging of nonstate funding.

Caps clean water fund payments for the first 50 feet of noncompliant riparian buffer easements at noncropped rates and requires biennial reporting on riparian buffer easement funding.
