Authorizes permits for two-unit vehicle combinations (truck-tractor with single semitrailer up to 53 feet) with maximum gross vehicle weights of 90,000 pounds for six-axle combinations or 97,000 pounds for seven-axle combinations, increasing to 99,000 pounds during seasonal weight increase periods.

Restricts permitted vehicles to specific routes: U.S. Trunk Highway 75 and 12 in the north, and Trunk Highway 23 and 269 in Jasper in the south, prohibiting operation on interstate highways.

Establishes annual permit fees of $850 per vehicle combination for three-unit vehicles and $300-$500 for two-unit vehicles depending on weight capacity, with fees deposited in the trunk highway fund.

Requires permitted vehicles to comply with existing axle and tire weight limits, seasonal load restrictions, and obtain local authority approval before operating on locally controlled streets or highways.
