Allocates $10,900,000 annually from the renewable development account for renewable energy production incentives until January 1, 2021, with $9,400,000 designated for wind energy and up to $1,500,000 for biogas, hydroelectric, and other renewables.

Creates a "Made in Minnesota" solar energy production incentive account funded by five percent of utilities' annual energy conservation spending (beginning January 1, 2014 through 2024) plus transfers totaling $20,000,000 annually from the renewable development account.

Establishes certification requirements for solar photovoltaic modules manufactured in Minnesota, requiring UL 1703 certification marks and specific manufacturing processes including tabbing, stringing, and lamination performed at a Minnesota facility.

Provides performance-based incentive payments to owners of certified "Made in Minnesota" solar modules with capacity below 100 kilowatts that begin generating electricity between January 1, 2014 and December 31, 2024, with payments lasting ten years.

Requires studies on energy storage and solar thermal systems by January 1, 2014, analyzing costs, benefits, and barriers to installation in residential and commercial buildings.
