Appropriates unspecified amounts from the arts and cultural heritage fund to the Board of the Arts for fiscal years 2014 and 2015 for a community theater grant program.

Directs the Board of the Arts to administer grants to create, maintain, and promote community theater participation opportunities for students and adults.

Requires the board to prioritize funding for after-school theater programs in schools where student achievement levels fall below state and local expectations under Minnesota Statutes section 120B.35, subdivision 2, paragraph (a).
