Appropriates $5,000,000 in fiscal year 2014 and $5,000,000 in fiscal year 2015 from the arts and cultural heritage fund to the Board of the Arts.

Board of the Arts administers a grant program to create, maintain, and promote community arts and cultural education centers, with preference given to applications offering comprehensive arts education and collaboration with school districts.

Eligible applicants are nonprofit corporations or cultural organizations located in school districts with at least one school site where student achievement does not meet state and local expectations under Minnesota Statutes, section 120B.35.

Grant recipients must make program opportunities available to students at schools with below-expectation achievement levels.

Applications must include scientifically based research demonstrating that similar fine arts programs have improved reading or mathematics skills in participating students.
