Eliminates the Clean Water Council and removes citizen member from the definition of "public official" in campaign finance law.

Reassigns Clean Water Council duties for recommending TMDL (Total Maximum Daily Load) priorities to the commissioners of natural resources, agriculture, health, the Pollution Control Agency, and the executive director of the Board of Water and Soil Resources, who shall jointly make recommendations.

Removes references to the Clean Water Council from the Lessard-Sams Outdoor Heritage Council statute, eliminating coordination between the two councils on joint projects.

Repeals Minnesota Statutes sections 114D.15 (subdivision 3), 114D.20 (subdivisions 6 and 7), and 114D.30 (which established the Clean Water Council).
