Amends Minnesota Statutes section 363A.19 to prohibit discrimination against blind, deaf, or disabled persons using service animals in hotels, restaurants, public conveyances, and other public places.

Defines service animals according to the Americans with Disabilities Act, Code of Federal Regulations, title 111, part 35, section 36.104.

Removes the requirement that service animals must be identifiable as coming from a recognized service animal training program.

Requires service animals to be properly harnessed or leashed so the disabled person can maintain control.

Prohibits owners, operators, or managers of public accommodations from charging extra fees or additional charges when disabled persons bring service animals.
