Requires state departments and agencies to obtain an affirmative action plan approval (certificate of compliance) from the commissioner before contracting with businesses having more than 40 full-time employees for contracts exceeding $100,000.

Establishes a 15-day deadline for the commissioner to issue a certificate of compliance or notice of deficiencies after receiving a business application.

Allows businesses certified as compliant with federal or local human rights agency affirmative action requirements to be deemed compliant with state requirements, provided they address employment of disabled persons.

Extends certificate validity period to two years.

Repeals Minnesota Rules, part 5000.3560, subparts 2 and 3.
