Adds Hennepin County to the list of entities authorized to negotiate agreements with local labor organizations regarding hiring and employment terms for skilled trade and craft workers, apprentices, electrical workers, stagehands, and production technicians.

Persons hired under such agreements are not subject to Minnesota Statutes chapter 44, Minneapolis civil service rules, or public employee pension provisions under Minnesota Statutes chapter 353.

Hired workers are at-will employees who may be released pursuant to collective bargaining agreement terms and are not entitled to discretionary decision review under Minnesota Statutes sections 179A.20 and 179A.25.

Adds provision that workers hired under agreements are not classified service employees of Hennepin County under Minnesota Statutes chapter 383B.

Exempts current employees as of specified dates (April 6, 1988 for Minneapolis; April 15, 1994 for special school district and municipal building commission; February 22, 1996 for stagehands) from the agreement provisions unless they consent.
