Authorizes commissioner of transportation and Metropolitan Council to utilize public-private partnership procurement methods for up to three pilot projects to supplement traditional transportation funding sources.

Allows conversion or use of highways for tolls only if the project adds capacity through new lanes, dynamic shoulder lanes, HOV lanes, HOT lanes, or bridges; prohibits noncompete agreements that inhibit the state's ability to address future infrastructure needs.

Establishes Joint Program Office for Economic Development and Alternative Finance consisting of state commissioners, Metropolitan Council, and representatives from engineering and transportation organizations to review and approve projects and ensure they serve the public interest.

Requires evaluation of proposals based on criteria including safety improvement, cost, financial capacity of private entity, design feasibility, service disruption, local comments, public benefits, and safety record.

Requires annual reporting by August 1 to legislative committees on all executed agreements, including contract details, amounts, duration, repayment requirements, and project progress updates.
