Increases Online and Digital Learning Advisory Council membership from 12 to 15 members, with two members representing technology business and remaining members representing specified interests including superintendents, special education specialists, technology directors, teachers, school districts, charter schools, and parents.

Expands council's advisory scope to include both "online and digital learning" matters and requires council to report findings to both the commissioner and the legislature on quality assurance, teacher qualifications, program approval, and fair access.

Adds new subsection requiring council to consider and provide input on digital learning effectiveness, 21st century skills, personalized learning, educator preparation, collaborative resource leveraging, technology barriers and access, and digital education disparities across the state.

Requires council to submit annual policy recommendations to the commissioner and relevant legislative committees by December 15 each year, including implementation plans based on previous recommendations.

Extends council expiration date from June 30, 2013 to June 30, 2016.
