Establishes 11 districting principles for legislative and congressional redistricting plans, including requirements for equal population (within 2% deviation for legislative districts), contiguity, compactness, minority representation protection, and political competitiveness.

Creates a five-member redistricting commission composed of retired appellate or district court judges appointed by legislative leaders by March 1 of years ending in one, with a fifth judge selected by the initial four judges.

Requires the commission to submit redistricting plans by April 30 of years ending in one, with the legislature able to enact or reject (but not modify) the first plan, and a second plan submitted within two weeks if the first is rejected.

Allows the legislature to modify a third redistricting plan if submitted by the commission, and permits the legislature to proceed without the commission if plans are not submitted by established deadlines.

Repeals existing Minnesota Statutes sections 2.031, 2.444, and 2.484 related to prior redistricting processes.
