Establishes the Office of Broadband Development within the Department of Commerce to coordinate statewide broadband planning, infrastructure development, and expansion efforts.

Requires the Department of Transportation to post and annually update a database of upcoming construction projects on its website, including project location, timeline, and description, with broadband providers able to register for notifications in specific geographical areas.

Directs the Office of Broadband Development to coordinate "dig once" efforts with the Department of Transportation and private entities to install broadband conduit within rights-of-way during road and bridge construction projects to reduce installation costs.

Requires the Office of Broadband Development to submit annual reports beginning January 15, 2014, analyzing broadband availability, speed, infrastructure capacity, economic development potential, and proposed legislative initiatives.

Amends the Department of Commerce annual reporting requirement to include policy recommendations, incentives, and legislation designed to accelerate achievement of broadband goals, with reports required through 2015.
