Appropriates $140,000,000 in fiscal year 2014 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for construction of marked Trunk Highway 23 as a four-lane divided highway.

Funds two specific segments: from the intersection with Kandiyohi County State-Aid Highway 31 near New London to southwest of Paynesville, and from northeast of Paynesville to southwest of Richmond.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $140,000,000 to provide funding, with bond proceeds deposited in the trunk highway fund's bond proceeds account.

Makes the appropriation available for seven years after the year of appropriation, notwithstanding standard Minnesota Statutes limitations on appropriation duration.

Becomes effective the day following final enactment.
