Removes the option for qualifying facilities with less than 40-kilowatt capacity to elect compensation at average retail utility energy rates for net input into the utility system.

Eliminates the requirement that electric utility infrastructure projects and waste heat recovery projects count as energy savings in addition to the minimum one percent energy conservation improvements goal.

Sets an expiration date of December 31, 2015 for the energy-savings goals subdivision (216B.241, subdivision 1c).

Delays the effective date of performance incentive adjustments for energy conservation improvement plans to January 1, 2016.

Makes all amendments effective the day following final enactment, except for the performance incentives section which becomes effective January 1, 2016.
