Requires the commissioner of the relevant state department to prepare a poverty impact statement on a bill when requested by a House or Senate committee chair or ranking minority member.

Statement is required only if the bill's enactment could have a significant impact on the economic well-being of low-income Minnesotans, defined as reducing or increasing the poverty population by at least one-tenth of one percent.

Poverty is measured using the National Academy of Sciences modernized poverty measure.

Statement must include an estimate of change in the number of Minnesotans in poverty, data sources, a brief description of the analysis, and supporting research references.

Analysis must include impact by race, ethnicity, age, and gender when data is available.
