Amends the process for cities and towns to implement organized solid waste collection by requiring establishment of an organized collection options committee before implementing any collection system.

Committee must examine multiple collection methods including single-collector and multi-collector systems, establish evaluation criteria, research existing programs in other municipalities, and solicit input from governing bodies, solid waste officials, current collectors, and residents.

Requires governing body to consider committee recommendations and hold at least one public hearing before implementing organized collection, with implementation no sooner than six months after the decision.

Cities with multiple licensed collectors must provide a 60-day negotiation period for existing collectors to develop a proposal for organized collection before establishing a committee, with initial agreements lasting three to seven years.

Cities that have already organized collection as of May 1, 2013 are exempt from the new requirements; repeals the previous subdivision 4 governing the collection process.
