Amends Minnesota Statutes section 169.71 to regulate driver feedback and safety-monitoring equipment in motor vehicles by changing placement requirements from "mounted immediately behind, slightly above, or slightly below" the rearview mirror to being "attached to" the rearview mirror.

Establishes specific requirements for driver feedback and safety-monitoring equipment installed in motor carriers of railroad employees: maximum dimensions of 1-1/4 inches tall, 1-1/2 inches wide, and one inch in depth.

Requires driver feedback and safety-monitoring equipment to be licensed annually for use in Minnesota, made available for inspection, focus solely on the person operating the vehicle, and not emit any light beam toward the driver or occupant.

Prohibits driver feedback and safety-monitoring equipment from inhibiting the driver's ability to safely operate the vehicle.

Effective date: August 1, 2014.
