Appropriates $36,000,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for construction of an interchange at the confluence of marked U.S. Highway 14, marked Trunk Highway 15, and Nicollet County State Aid Highway 21, east of New Ulm.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $36,000,000 to provide funding for the appropriation.

Bonds shall be issued according to Minnesota Statutes, sections 167.50 to 167.52, and Minnesota Constitution, article XIV, section 11, at times and amounts requested by the commissioner of transportation.

Bond proceeds (excluding accrued interest and premiums) must be deposited in the bond proceeds account in the trunk highway fund.

Section becomes effective the day following final enactment.
