Expands the types of content eligible for website publication to include proceedings, official notices, and summaries in addition to transportation projects and advertisements for bids.

Requires political subdivisions that publish exclusively on their website to make print copies of all published documents available at the main office, other designated government offices, all public libraries within the jurisdiction, and by mail upon request.

Mandates that website-published information be posted in substantially the same format and for the same time period as required for traditional newspaper publication.

Requires political subdivisions to maintain permanent, publicly accessible records of all website publications and publish annual notice in both a qualified newspaper and on their website when designating alternative website publication.
