Creates continuing appropriations mechanism that extends existing appropriation amounts at base level for one year if a major appropriation bill is not enacted before July 1 of an odd-numbered year.

Base level is defined as the amount appropriated for the fiscal year ending June 30 of the preceding year, unless adjusted per subdivision 2 or other law.

Excludes appropriations specifically designated as onetime, those the commissioner of management and budget determines were clearly intended as onetime, or appropriations for programs expiring on or before July 1.

Authorizes the commissioner of management and budget to prorate appropriations for programs scheduled to expire during a fiscal year and make technical adjustments to reflect accurate annual base levels for program operations, fund reorganizations, duty transfers, or new program implementations.

Requires the commissioner to notify senate finance and house ways and means committee chairs and lead minority caucus members of any adjustments made under this section, effective July 1, 2013.
