Requires the Minnesota Department of Transportation commissioner to include an Interstate Highway 94 expansion project in the next regular update to the statewide transportation improvement program.

Defines the project as construction or reconstruction of Interstate Highway 94 with an additional general purpose lane in each direction, from the interchange at Trunk Highway 101 and Hennepin County State-Aid Highway 81 in Rogers to the interchange at Trunk Highway 241 and Wright County State-Aid Highway 36.

Mandates the project remain in the statewide transportation improvement program until completion and prohibits delays from the scheduled start date unless the commissioner identifies special unforeseen circumstances.

Requires the commissioner to submit written notification with specific reasons to legislative committees with jurisdiction over transportation policy and finance if any delay occurs.

Takes effect the day following final enactment.
