Proposes an amendment to Minnesota Constitution, Article IX, Section 1 to change the threshold for proposing constitutional amendments from a majority to two-thirds of members elected to each house of the legislature

Submitted to voters at the 2014 general election with the question: "Shall the Minnesota Constitution be amended to provide that a vote of two-thirds, rather than a majority, of the members of each house of the legislature is required to propose an amendment to the Constitution?"

Maintains existing procedures for publishing proposed amendments with session laws and requiring majority voter approval at a general election for ratification

Keeps requirement that multiple amendments submitted simultaneously be voted on separately by voters
