Allows natural persons to title motor vehicles in transfer-on-death (TOD) form by designating beneficiaries on the certificate of title who will receive the vehicle upon the owner's death.

Beneficiaries have no interest in the vehicle until the owner's death, and owners may change the beneficiary designation at any time without beneficiary consent by filing a new certificate of title.

Ownership vests automatically in the designated beneficiary upon the owner's death, subject to the rights of secured parties, and beneficiaries can obtain a new title by submitting proof of death.

If no TOD beneficiary survives the owner, the vehicle becomes part of the probate estate and is not considered a testamentary transfer.

Amends Minnesota Statutes section 297B.01 to exclude transfer-on-death of title by a decedent from the definition of "sale" for motor vehicle tax purposes.
