Allows school buses to be used for special events by pupil transport entities (schools, charter schools, and private transportation contractors) without reregistration, new plates, or additional taxes.

Permits special event use only when transporting participants for tax-exempt organizations under IRC section 501(c) for events lasting up to two days that are organized or substantially sponsored by the tax-exempt entity.

Requires pupil transport entities using school buses for special events to comply with motor carrier of passengers regulations under chapter 221, including temporary vehicle identification cards.

Allows school buses operated under these special event provisions to retain national school bus yellow paint and equipment (stop-signal arm, prewarning flashing amber signals, and flashing red signals) without activating warning signals during special event operations.

Establishes $25 annual vehicle tax for school buses used under the new special event provisions and exempts them from normal school bus warning signal activation requirements.
