Appropriates $30,000,000 from the trunk highway fund bond proceeds account to the commissioner of transportation for construction or reconstruction of Interstate Highway 94.

Expands marked Interstate Highway 94 by adding one general purpose lane of travel in each direction between the interchange at marked Trunk Highway 101 and Hennepin County State-Aid Highway 81 in Rogers and the interchange at marked Trunk Highway 241 and Wright County State-Aid Highway 36.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $30,000,000 to fund the appropriation, with bond proceeds deposited in the trunk highway fund bond proceeds account.

Bond issuance follows procedures prescribed by Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11, at times and amounts requested by the transportation commissioner.

Becomes effective the day following final enactment.
