Establishes pavement design life requirements for certain trunk highway projects in Minnesota by amending Minnesota Statutes 2012, section 174.185

Applies to trunk highway projects categorized as major construction, reconstruction, reconditioning, or resurfacing that add, remove, or replace more than two inches of pavement surface layer

Applies to projects involving more than two miles of length on two-lane roads or more than 30,000 square yards of paving on multilane roads with notable portions having an International Roughness Index of 170 inches per mile or greater

Requires the commissioner to select pavement material with a design life of at least 20 years for applicable projects, not counting pavement life following planned maintenance or repairs
