Exempts farm trucks not used in interstate commerce or that do not leave state boundaries from USDOT number requirements, while maintaining requirements for other commercial vehicles over 10,000 pounds gross vehicle weight.

Defines "covered farm vehicles" as motor vehicles operated by farm/ranch owners, operators, employees, or family members transporting agricultural commodities, livestock, machinery, or supplies, with weight restrictions of 26,001 pounds or less (or greater if traveling within state or within 150 air miles of the farm).

Exempts covered farm vehicles from federal regulations requiring commercial drivers' licenses, drug testing, hours of service rules, vehicle inspection and maintenance requirements, and related federal motor carrier safety standards.

Expands hours of service exemptions for drivers transporting agricultural commodities and farm supplies within 150 air-mile radius of source or distribution point, and extends exemptions for sugar beet transport during harvesting season (September 1 to May 15).

Incorporates Federal MAP-21 section 32101(d) by reference into Minnesota's hours of service regulations and becomes effective the day following final enactment.
