Higher education research facilities that receive public money or tax-exempt status must offer dogs or cats used for research to animal rescue organizations before destroying them.

Facilities collaborating with higher education institutions that confine dogs or cats for research purposes are subject to the same requirement to offer animals for placement before destruction.

Facilities may enter into agreements with animal rescue organizations to protect the facility in exchange for offering research animals for placement.

"Animal rescue organization" is defined as a nonprofit organization incorporated to rescue animals in need and find permanent, adoptive homes for them.
