Authorizes municipalities to issue bonds for street reconstruction or bituminous overlays without voter election, subject to governing body approval after a public hearing with 10-28 days' notice in the official newspaper.

Requires municipalities to adopt a street reconstruction or overlay plan describing the work to be financed, estimated costs, and any planned work over the next five years.

Allows voters to petition for a public vote on bond issuance if 5 percent of voters from the last municipal general election sign within 30 days of the public hearing; voter approval is then required.

Bonds issued under this authority are subject to municipal debt limits and are not excluded from net debt calculations.

Defines street reconstruction and overlays to include utility work, safety improvements, turn lanes, intersection modifications, realignments, and local shares of state and county road projects, but excludes street widening and new curbs and gutters except in specified safety and alignment cases.
