Establishes a special education case loads task force consisting of at least ten members appointed by the commissioner, with equal representation from school districts and advocacy organizations including special education teachers and parents of children with disabilities

Task force shall develop recommendations for appropriate numbers of students with disabilities assignable to teachers with and without paraprofessional classroom support and identify cost-effective strategies for improving student outcomes

Task force must submit a report by February 15, 2014, to the education policy and finance committees with recommended case loads for all federal settings, educational service alternatives, early childhood special education, and program alternatives

Task force expires February 16, 2014
