Removes seven enumerated discretionary powers from the Geospatial Information Office and retains only three: reviewing GIS technology infrastructure, sponsoring geospatial projects, and reviewing alternative sourcing strategies for geospatial systems.

Consolidates two separate advisory councils (statewide and state government) into a single Geospatial Advisory Council with members representing counties, cities, universities, business, nonprofits, federal and tribal governments, and state agencies.

Defines "electronic geospatial data" as digital data using geographic coordinates and descriptive information to locate and describe features on or below the earth's surface.

Requires government entities to share electronic geospatial data at no cost with other government entities, notification centers, and federal and tribal agencies, with immunity from civil liability for data users.

Repeals subdivisions 4 and 5 of section 16E.30 and removes the June 30, 2015 expiration date for the advisory council subdivision.
