Prohibits the application of coal tar products on asphalt, concrete, or other pavement surfaces effective January 1, 2014.

Requires sellers of coal tar products formulated for pavement application to obtain a signed form from purchasers stating the product will not be used within Minnesota, and to retain the form for at least three years.

Prohibits signing such forms with false information.

Allows the Pollution Control Agency commissioner to grant exemptions for environmental research, alternative technology development, or when suitable alternatives are unavailable.

Appropriates $100,000 from the clean water fund for fiscal year 2014: $50,000 for public education on coal tar impacts and $50,000 for enforcement.
