Expands the definition of "property owner" to include any fee interest of land and beneficial owners whose interest is primarily one of possession and enjoyment, including vendees under contracts for deed and mortgagors.

Adds a new definition of "property description" or "boundary of the area" to mean the legal description of the property.

Restricts annexation by ordinance under the 120-acre provision to prevent contiguous properties with the same owners from being annexed if cumulative annexations would exceed 120 acres within a 12-month period, except through an orderly annexation agreement.

Effective the day following final enactment and applies to boundary adjustments and annexation ordinances adopted on or after that date.
