Establishes annual aquatic invasive species decals required for all watercraft operating on Minnesota waters, effective January 1, 2014, with fees ranging from $5 to $20 depending on watercraft type and licensing state.

Sets decal fees at $5 for nonmotorized watercraft under 26 feet, $10 for motorized watercraft under 26 feet, $15 for watercraft 26 feet or longer, and $10-$20 for out-of-state watercraft, plus $1 issuing fee per decal.

Allows persons owning multiple watercraft to purchase additional decals for $1 each after paying the highest applicable fee, and provides option to purchase decals valid for two subsequent years when licensing a watercraft.

Directs commissioner of natural resources to develop aquatic invasive species educational materials for department website and boating guide, and to examine feasibility of inspecting water-related equipment at state entry points with a report due January 15, 2014.

Appropriates $2,000,000 from the invasive species account in fiscal year 2015 to the commissioner for conservation partners legacy grant program supporting local units of government and lake associations in addressing aquatic invasive species.

Repeals Minnesota Statutes section 86B.13 regarding aquatic invasive species trailer decal requirements.
