Increases statutory speed limit from 55 to 60 miles per hour in locations other than those specifically designated in Minnesota Statutes section 169.14.

Allows residents and property owners to petition the Commissioner of Transportation for engineering and traffic investigations of trunk highway segments, with separate petition thresholds for urban and non-urban districts.

Requires a minimum of five years to elapse since the previous investigation before a new engineering and traffic investigation can be conducted on the same trunk highway segment.

Makes the speed limit change effective upon placement of conforming signs by the Commissioner of Transportation and local authorities, with all signs required to be in place by January 1, 2025.

Allows the petition provision to take effect the day following final enactment of the legislation.
