Replaces references to "American Dental Association" with "Commission on Dental Accreditation" throughout dental licensing statutes for consistency with accrediting body nomenclature.

Allows dentists to hold one or more specialty licenses in multiple specialty areas recognized by the Commission on Dental Accreditation, rather than limiting to a single license.

Modifies specialty dentist application requirements to require character references for each specialty area and patient records representative of treatment provided for each specialty area.

Changes initial license fees from prorated monthly amounts to fixed nonrefundable fees: dentist $168, dental therapist $120, dental hygienist $60, licensed dental assistant $36, and dental assistant permit $12.

Increases maximum fee for failing professional development portfolio audits from $250 to $1,000 and authorizes the board to initiate complaint processes for multiple failed audits; adds wallet-sized license fee of $15.

Authorizes licensed dental hygienists and dental assistants to place supragingival composite restorations on primary teeth (in addition to existing procedures on permanent teeth).
